Colorado Springs Sewer Line Guide

Understand the local ownership boundary, how a backup is checked, what a camera can prove, and what to confirm before sewer-line repair or replacement.

01 — System and ownership

Public main and private service line responsibilities

Wastewater leaves a building through interior drainage piping and then the private wastewater service line. That line carries flow toward the public wastewater main. Colorado Springs Utilities states that the customer is responsible for the private service line and wastewater tap, while CSU maintains the public main.

The ownership boundary does not tell you where a particular problem is located. A backup may begin in a fixture branch, the building drain, the private service line, the tap, or the public system. The location should be established before major work is authorized.

02 — Backup response

Start by separating a public-main problem from a private-line problem

Colorado Springs Utilities instructs customers to call (719) 448-4800 for a wastewater backup, a private service-line break, or a sewage odor. CSU responds to determine whether the issue is in its main or the customer's service line. If the problem is in the private line, the property owner arranges the repair.

While a backup is active, reduce unnecessary water use and keep people away from contaminated wastewater. Multiple affected fixtures and overflow at the lowest drain can suggest a downstream restriction, but symptoms alone cannot establish ownership or the repair method.

03 — Roots and blockages

Clearing flow and fixing the pipe are different decisions

Colorado Springs Utilities notes that cracks in certain older service-line materials can provide an opening for roots. Cutting roots can restore flow, but the roots are likely to return if the damaged opening is not repaired or replaced. A post-cleaning camera inspection can show whether a recurring maintenance problem is tied to a structural defect.

CSU's published policy recommends professional service-line cleaning every two years and says older neighborhoods with large trees may require more frequent cleaning. That schedule is utility guidance. The appropriate interval for a particular property depends on its maintenance history, pipe condition, access, and prior camera findings.

Fats, oils, grease, wipes, and other non-flushable material can cause backups even when the line is structurally usable. Avoiding those materials reduces preventable blockages, but it cannot correct cracks, offsets, bellies, or collapse.

04 — Camera diagnosis

Turn an underground symptom into a located finding

A practical evaluation moves from symptoms to access, cleaning when needed, camera inspection, and surface locating. A camera can document the visible interior condition of the accessible pipe. It does not by itself prove what lies outside the pipe wall or establish the location at the surface.

  1. Map the symptoms.Identify every affected fixture, the first overflow point, timing, and recent water use.
  2. Find usable access.Locate cleanouts and determine how much of the service line can be reached.
  3. Restore visibility.Remove an obstruction when necessary so the camera can inspect the wall.
  4. Record the line.Document material, connections, roots, standing water, offsets, cracks, and travel distance.
  5. Locate important findings.Use a transmitter and receiver to estimate the surface position and depth.

Camera locating is sewer-specific. It does not replace 811 utility marking before excavation.

05 — Repair methods

Compare repair options against the documented defect

Trenchless methods can reduce continuous excavation but do not eliminate all digging, access, connection, or restoration. Lining generally follows the existing shape and is not a reliable way to correct a major belly or improper grade. The method should be chosen after the condition and location are understood.

06 — Permits and utility marking

Confirm requirements before excavation begins

The Pikes Peak Regional Building Department provides a “Start a Project” tool to determine whether the planned plumbing work requires a permit, plan review, or inspection. Requirements can change with the scope and location, so they should be confirmed for the specific address rather than assumed.

Colorado Springs Utilities directs customers to call 811 at least three days before digging. Public utility marking may not include privately owned irrigation, electric, communications, or other owner-installed facilities. Those may need separate private locating.

07 — Proposals and records

Know what the repair price includes

A complete proposal should identify the segment being repaired, approximate depth, method, pipe material and size, access, permits, inspection, testing, bedding, backfill, surface restoration, exclusions, schedule, change-order process, and warranty. Two prices may represent different scopes even when both are labeled sewer repair.

  • Save the complete camera recording and defect location.
  • Confirm who handles permits, 811, private locating, and inspections.
  • Identify concrete, asphalt, landscaping, irrigation, and interior surfaces that may be disturbed.
  • Keep photographs, measurements, permits, inspection results, invoices, and warranty terms.

These records make future maintenance easier and help establish what was repaired, where it was repaired, and which material was installed.
