Local system basics

Where the private service line meets the public system

Colorado Springs Utilities maintains the public wastewater mains that collect flow from individual properties. The smaller pipe serving a home or business is the private wastewater service line. CSU states that the customer is responsible for the private service line and wastewater tap, including maintenance and repair.

That boundary matters, but a backup does not identify the failed side by itself. CSU instructs customers with a wastewater backup, private service-line break, or sewage odor to call (719) 448-4800. The utility responds to determine whether the issue is in its main or the customer's service line. If the problem is in the private line, the property owner arranges the work.

Inside the building, a single slow fixture may involve a local branch drain. Several fixtures backing up together, an overflow at the lowest drain, or a recurring obstruction can point farther downstream. Cleaning and camera inspection may be needed before a structural repair can be recommended.

Diagnosis before repair

Confirm the cause, route, and defect location

A sewer camera can document roots, buildup, separated joints, cracks, deformation, standing water, or collapse when the pipe is open and visible enough to inspect. A camera recording is stronger when it includes distance measurements and a surface location for important findings.

Camera locating traces the transmitter in the sewer camera; it does not mark gas, electric, water, communications, or other buried utilities. Colorado Springs Utilities directs customers to contact 811 at least three days before digging. Repair planning should account for both the sewer route and the separately marked utilities.

If a blockage prevents the camera from traveling, the line may need mechanical cleaning or hydro jetting first. Restoring flow does not prove that the pipe is structurally sound. A post-cleaning view can help distinguish a maintenance obstruction from damage that is likely to cause another failure.

Roots and recurring backups

Why a cleared line can still need repair

Colorado Springs Utilities notes that certain older piping can crack and allow roots to enter. Root cutting may reopen the line temporarily, but roots are likely to return when the underlying opening remains. The camera findings, recurrence history, pipe material, and location help determine whether periodic cleaning, a targeted repair, or a larger replacement is appropriate.

CSU's published wastewater-backup policy recommends professional service-line cleaning every two years and says more frequent cleaning may be appropriate in older neighborhoods with large trees. That is utility guidance, not proof that every property needs the same schedule. Maintenance should reflect the line's known condition and prior history.

Grease, wipes, hygiene products, and other non-flushable material can also obstruct a structurally usable pipe. A complete evaluation separates what caused the immediate blockage from any condition that allowed the problem to recur.

Repair options

Match the method to the documented condition

A localized failed section may qualify for excavation and spot repair. Cured-in-place lining may be considered when the host pipe has a suitable shape, access, and structural condition. Pipe bursting may replace certain lines with less continuous trenching. A collapsed, badly offset, poorly graded, or broadly deteriorated line may require conventional replacement.

Trenchless does not mean excavation-free. Access pits, cleanouts, connection work, and surface restoration may still be required. Lining also follows the existing route and generally does not correct a significant belly or improper slope. The proposed method should address the actual defect shown and located during diagnosis.

Cost depends on depth, length, access, pipe size and material, utility conflicts, surface removal, right-of-way conditions, disposal, backfill, testing, and restoration. A useful proposal identifies what is included instead of presenting the underground pipe price without the surrounding work.

Permits and excavation

Confirm local requirements for the specific project

Permit and inspection requirements vary with the work and location. The Pikes Peak Regional Building Department's “Start a Project” tool is the appropriate place to determine whether a proposed plumbing project requires a permit, plan review, or inspection. Work affecting utility facilities, public right-of-way, or a service connection can require additional coordination.

Before digging, the excavation area should be properly marked through 811. Private facilities that are not included in public utility marking—such as irrigation, private electric, or other owner-installed lines—may require separate locating. A proposal should state who coordinates permits, marking, inspections, and restoration.

Keep the camera video, surface-location notes, permits, inspection results, photographs, repair measurements, material information, and warranty. Good records make later maintenance and property decisions easier.

A new home, multifamily building, or commercial property needs approved wastewater service information before the private line is laid out. Colorado Springs Utilities controls its wastewater facilities and connection requirements, while the accepted civil and plumbing documents establish the building exit, design flow, diameter, route, and elevations used for the private service.

The field plan should account for foundation work, utility crossings, final grading, cleanout access, pavement, and inspection timing. Work on utility facilities or within a public right-of-way can have separate authorization and coordination requirements. The private installation scope should clearly identify its connection limits rather than assuming permission to work on public infrastructure.
